Increasing the Odds for Tennessee Charity Gambling

TENNESSEE – As reported by the Tennessean: "Gambling shouldn't be a charity to groups that want an annual fund-raising tool; it should be a privilege as Gov. Phil Bredesen's approach to legislation would make it.

"The state Senate mercifully was saved from its own folly last week on a bill that would have allowed the kind of gambling scandals that rocked Tennessee over a decade ago. The legislation, sponsored by Sen. Jim Kyle, D-Memphis and voted out of committee last week, didn't even include a minimum amount that charities would be required to raise from an event.

"…Another bill would have regulated professional fund-raisers, but since the two measures were separate, there was the chance the bill authorizing games would pass, but the bill regulating fund-raisers would not.

"The recommendations from the governor's office make for a far more reassuring law. Bredesen suggests a ban on professional fund-raisers to run the games and a requirement for at least 50% of the proceeds to go to the sponsoring charity…"
