Illinois man wins $250,000 in state lottery, still hasn't been paid

An Illinois man who won $250,000 last month in the state's lottery has reportedly still not been paid.

Danny Chasteen could not claim his prize because state legislators had not passed a state budget, according to MarketWatch. For lottery prizes $25,000 or more, the state comptroller has to process the check. With the budget not yet passed, those funds cannot be disbursed.

"You know what's funny?" Chasteen told the Chicago Tribune. "If we owed the state money, they'd come take it, and they don't care whether we have a roof over our head."

Illinois Gov. Bruce Rauner submitted the state's 2016 budget in Feb. 2015, but opposition to proposed cuts has halted the budget's progress.
