Gov. Spitzer's casino plan faces oppositions

ALBANY, New York -- As reported by the Democrat & Chronicle: "Gov. Eliot Spitzer's proposal to expand gambling in New York state faces long odds with the state Legislature, including from members of Spitzer's own party.

"In his 2008-09 budget proposal, the Democratic governor is projecting about $325 million in new revenue from an expansion of gambling — including lifting current restrictions on Quick Draw games and selling the rights to put video-lottery terminals at Belmont Park on Long Island.

"But the revenue may be a fleeting hope for Spitzer as he seeks to close a $4.4 billion budget gap in the upcoming fiscal year, which starts April 1.

"Spitzer is getting strong resistance to the proposal from Assembly members in his own party. Senators also have expressed reservations about the plans.

"...In New York, Spitzer has budgeted $250 million to sell the franchise rights to operate Belmont's racino. Video-lottery terminals are also expected to be installed at Aqueduct Racetrack in Queens, yet the machines are not scheduled to be in operation until the 2009-2010 budget year.

"For the Quick Draw expansion, Spitzer estimates an additional $36 million in the 2008-09 fiscal year by lifting current restrictions on the games..."
