Gambling Takes Back Seat in Kentucky

KENTUCKY – As reported by the Kentucky Courier-Journal: "More than a month into the Kentucky General Assembly, gambling has taken a back seat to Gov. Ernie Fletcher's proposed budget.

"A measure to let Kentucky voters decide whether to amend the state constitution and place slot machines at racetracks has not been discussed by the House committee to which it was assigned.

"Meanwhile, House speaker pro tem Larry Clark, a Louisville Democrat, said last week he still wants to offer an amendment to allow full-scale casino gambling but has met with resistance from Kentucky's tracks, who say they need more information.

"Clark's plan envisions slot machines at four tracks — Churchill Downs, Keeneland Race Course in Lexington, Turfway Park in Florence and Players Bluegrass Downs in Paducah — and four free-standing casinos across the state. Possible sites include Owensboro and three locations along major interstates.

"A mix of casinos and racetrack slots would generate an estimated $400 million to $500 million per year for the state within three years, Clark said…"
