Former Psychiatric Patient Denied Casino License

ATLANTIC CITY, New Jersey – As reported by the Press of Atlantic City: "A former psychiatric patient involved in a 1990 shootout that left two police officers and a social worker wounded lost his bid for a gaming license Wednesday, but could still end up working in a casino hotel.

"State casino regulators ruled that David M. Wirtz was unqualified for a gaming-related job, but gave him permission to apply for a hotel position that does not require a casino license.

"The decision by the Casino Control Commission drew objections from the Division of Gaming Enforcement, which argued that Wirtz's history of violence and mental illness suggests he is too dangerous to work in the gaming halls in any capacity.

"…Commission Chair Linda M. Kassekert said it would be unfair to bar Wirtz from applying for a nonlicensed casino hotel position. She noted that a person seeking employment at a noncasino hotel in New Jersey would not have to undergo regulatory scrutiny.

"Casino employees who work on the gaming floor must have a license or hold what is known as a casino service registration.

"…However, Wirtz could seek a casino hotel position, such as a dishwasher or housekeeper, that does not require a gaming license and formal background check. As a condition of his hotel employment, Wirtz must have his doctor verify that he continues to take his anti-psychotic medication, the commission ruled…"
