Former PGCB head target of probe23 August 2007PENNSYLVANIA -- As reported by the Philadeliphia Inquirer: "Casino opponents yesterday called on the disciplinary board of the state Supreme Court to investigate whether the former head of the Pennsylvania Gaming Control Board violated ethics rules during the selection process for the city's two casinos. "In a letter signed by 32 city residents, Casino-Free Philadelphia and the Hallwatch Web site allege that Thomas A. 'Tad' Decker had conflicts of interest when he involved himself in deliberations over casinos. "Before being named chairman of the board by Gov. Rendell in 2004, Decker was managing partner of Cozen O'Connor. On Aug. 8, he left the gaming board to return to his old firm as its chief executive. "...The complaint to the state Supreme Court, which oversees the professional conduct of licensed lawyers, also cites eight other lawyers for Cozen O'Connor, including cofounders Stephen A. Cozen and Patrick J. O'Connor. "...Decker said in an interview yesterday that while he was chair of the gaming board he recused himself from deliberations involving SugarHouse. "He added that in his current role as chief executive of Cozen O'Connor, he is removed from all issues involving the gaming board. "...But the casino opponents say Decker should have recused himself from all deliberations involving the four other casino applicants for Philadelphia licenses..." |
