Former MP says offshore bookmakers should be made to pay levy20 October 2010LONDON, England -- A former Conservative party leader believes offshore bookmakers must contribute to the racing levy, according to The Guardian. Michael Howard is the chairman of Northern Racing, a racecourse group, the report said.
