Former Israeli Police Chief Charged

21 November 2003

ISRAEL – As reported by the Haaretz: "A criminal charge sheet will be presented against former Tel Aviv District central command police chief, Commander Menahem Frank, following the completion of an investigation in the Justice Ministry's Police Investigation Department During the six-months long probe, investigators worked to corroborate suspicions that Frank prevented police officers from raiding illegal gambling parlors, as a favor to a former police-officer friend currently working with several illegal casinos in Tel Aviv.

"…The police officers who lodged the complaints said that two years ago a former police officer asked some of his friends, including Frank, to prevent police investigators from raiding certain gambling parlors that he worked with. According to the called-in complaints, an order barring investigators from raiding specific casinos was indeed handed down.

"Frank will be charged with breach of trust and the police will also press disciplinary charges against him.

"…The decision to charge Frank was received with astonishment at the central command, despite the fact that some officers felt relieved due to earlier fears that Frank was to return to the department…"
