Florida: Four gambling bills introduced to House4 March 2015FLORIDA -- Rep. Dana Young today introduced four gambling bills to the Florida House of Representatives. The bills are as follows: HB1233 Gaming Designates act as "Florida Gaming Control Act of 2015"; creates Joint Legislative Gaming Control Nominating Committee, Gaming Control Commission & Department of Gaming Control for administration and enforcement of pari-mutuel wagering and gaming provisions; provides for department to license destination resorts; transfers Division of Pari-mutuel Wagering of DBPR to DGC; revises provisions relating to Gaming Compact between Seminole Tribe & state, amusement games, pari-mutuel permitting & licensing, adoption of greyhounds, slot machines & cardrooms; & provides for historical racing systems. HB1235 Pub. Rec./Department of Gaming Control Provides exemption from public records requirements for confidential & proprietary business information & trade secrets received by Department of Gaming Control; provides exemption from public records requirements for information held that would reveal investigation techniques & procedures used by department; provides for review & repeal of exemptions; provides statement of public necessity; provides for contingent effect. HB 1237 Trust Funds/Creation/Destination Resort Trust Fund/Department of Gaming Control HJR 1239 - Voter Control of Gambling Expansion in Florida Proposes creation of s. 29, Art. X of State Constitution to provide that power to authorize expansion of gambling in Florida is reserved to people; prohibit expansion of gambling unless proposed & approved as constitutional amendment by initiative petition; define "expansion of gambling" & "gambling;" & clarify that amendment does not affect right of Legislature to exercise authority through general law or state's authority regarding tribal-state compacts. All four bills had their first reading this morning. Collectively, if approved, they would permit the establishment of resort-style casinos and allow slots at racetracks and dog tracks. Geographically they would shift and decentralize gambling away from only North Florida and disperse it South. Last year the legislature failed to approve a bill that could have permitted two resort-casinos proposed for the Miami area. |
