7 November 2003

"After almost an hour of heated argument, seven councilors voted in favor of the proposal to amend the existing provision of Resolution 236 series of 1994, which prohibits a casino to be operated in CJH.

"However, Resolution 236 series of 1999, provides for 19 conditions set by the former Baguio council, paving the way for the implementation of the CJH master development plan in 1996.

"…Councilor Edilberto Tenefrancia opposed the plan and Councilor Braulio Yaranon walked out during the deliberation.

"[Councillor Federico] Mandapat said he saw nothing objectionable on the gaming complex, adding that other cities now play host to casinos. He added that these local government units benefit from such operation in terms of taxes and employment.

"…However, Tenefrancia said that allowing the Bases Conversion Development Authority (BCDA) and CJH Development Corp. to operate a casino would be in violation of the conditions embodied in Resolution 236 series of 1999.

"…Yaranon vowed to start organizing sectors of the community to denounce the latest development, adding he would personally lead a human barricade at the main gate of CJH…"
