Dutch regulator imposes €450,000 penalty to Unibet

3 September 2025

(PRESS RELEASE) -- The Netherlands Gambling Authority has imposed a penalty on Optdeck Service Ltd. for organizing unauthorized sports betting.

Optdeck offers games of chance in the Netherlands under the Unibet brand name. Unibet offered unauthorized sports betting on several occasions between October 2022 and May 2025. The Ksa is therefore imposing a penalty of €75,000 for each week in which a violation occurs, with a maximum of €450,000.

The aforementioned sports betting concerns bets on football corner kicks and yellow cards, and bets on matches for participants under 21. The Ksa has repeatedly addressed Unibet about the betting options offered. The Ksa sees insufficient improvement and a real risk of recurrence.

According to Dutch gambling law, it is prohibited to organize bets on certain matches and match components. This is to protect the integrity of the sport and these bets, and to prevent manipulation of these sports bets.
