Dutch Gaming Authority sets up Online Duty of Care department

18 July 2024

(PRESS RELEASE) -- The Dutch Gaming Authority is going to intensify the supervision of the duty of care of online gambling providers. For this reason, a new department Duty of Care Online is being established.

The duty of care of online gambling providers has long been an important spearhead for the Ksa. Stories about big losses of players are too common and addiction care is concerned about the increase in the number of gambling addicts. Last year (September 2023), a study was completed into the fulfillment of the duty of care by ten providers of online gambling. This showed that there are too many differences between providers. Shortcomings were also found. As a follow-up, the Ksa has drawn up a Responsible Gaming policy rule, with stricter measures for providers.

Now, the supervision of the duty of care by online providers is also being expanded. Among other things, with extensive file research at providers that stand out in the control data, and based on signals received from players. Supervision is also carried out on the basis of the new policy rules regarding duty of care and the compliance by providers with the new rules of the ministry is being further mapped out. The new department will also investigate other indicators (in addition to, for example, large losses) that could point to addiction, so that problems can be better prevented in the future.

Michel Groothuizen, chairman of the board of the Ksa: "In our annual plan and the Supervision Agenda 2024 we have stated very clearly that compliance with the duty of care is an important and urgent priority. In order to give substance to this in the right way, we need to significantly increase our capacity. With this department we strengthen our supervision of the duty of care and we are focusing even more on our mission 'safe play'."
