Don't Make N.Y. Gambling State: Padavan

NEW YORK -- As reported by the New York Daily News: ``With the expansion of gambling operations in the state, people can now take part in state-sanctioned gambling literally all of the time, a state legislator contended in a report released yesterday.

```It's official,' said Sen. Frank Padavan (R-Bellerose). 'In New York State, between Quick Draw, VLTS [Video Lottery Terminals], OTB parlors, regular lottery, Mega Millions and dozens of scratchoff games, a person can gamble at any time, day or night, and not only is it perfectly legal, it's actually sponsored, supported and encouraged by the state.'

``Padavan made his remarks as he issued a 90-page report titled "All Gambling All the Time, Turning the Empire State into the Gambling State."

``Padavan said he released the report during ongoing budget negotiations with intention of dissuading fellow lawmakers from supporting a proposal by Gov. Pataki to install VLTS at Off-Track Betting parlors throughout the state..."
