Courts Hear Wyoming Tribe Proposal

WYOMING – As reported by the Associated Press: "Wyoming should not be forced to accept casino-style gambling on the Wind River Indian Reservation simply because it allows essentially unlimited gambling for social or charitable purposes, a state attorney argued Monday.

"In a hearing before a three-judge panel of the 10th U.S. Circuit Court of Appeals, Deputy Attorney General Craig Kirkwood said any gambling allowed on the reservation should be limited to two types of for-profit gambling that a federal judge in 2002 said could occur.

"The Northern Arapaho tribe alleged that the state negotiated in bad faith on the tribe's proposal for casino-style gambling.

"…The tribe said the judge improperly set limits on what kinds of gaming could be allowed, and the state said it had negotiated in good faith.

"In the meantime, a court-ordered mediator sided with the tribe on allowing numerous types of casino-style gambling, and that plan is pending before the U.S. Interior Department…"
