Cattle Congress Wants Gaming License

IOWA – As reported by the Waterloo Cedar-Falls Courier: "The National Cattle Congress contends it should be "grandfathered" in to receive a state gaming license because the nonprofit organization held a license to operate Waterloo Greyhound Park 11 years ago.

"NCC has filed a petition with the Iowa Racing and Gaming Commission asking that the state renew its license for the now-closed dog track so it can resume dog racing and potentially add slot machines.

"'By virtue of the fact that petitioner (NCC) held a valid license to conduct pari-mutuel racing on Jan. 1, 1994, petitioner is 'grandfathered' into the issuance of a license to operate gambling games and/or pari-mutuel racing,' NCC attorney Ken Nelson wrote in a petition filed with the commission Thursday.

"…State law was changed in the spring of 1994 to allow slot machines at state-regulated dog and horse tracks which existed prior to Jan. 1, 1994, pending voter approval. Nelson believes such a referendum may not be required under current state law.

"…Iowa Racing and Gaming Commission administrator Jack Ketterer said NCC's petition could be addressed in 30 to 60 days…"
