Casino Foes, Allies File Proposal

PROVIDENCE, Rhode Island – As reported by the Providence Journal: "In a legal brief filed with the state Supreme Court, the House of Representatives argues that the latest legislative proposal for a Harrah's-Narragansett Indian casino fixes the constitutional flaws that killed last year's casino bill.

"But Governor Carcieri contends that the new casino bill is 'strikingly similar' to the old bill. 'If Yogi Berra were following the legal travel of [the] Rhode Island casino issue over the last year he would probably deadpan that 'It's déja vu all over again,' ' lawyers for the governor wrote.

"…The Supreme Court received seven legal briefs by last week's deadline. Besides those from the governor and the House, briefs were filed by Attorney General Patrick C. Lynch's office, the Narragansett Indian Tribe and Harrah's Entertainment, the Town of West Warwick, and the state's two video-slot venues -- Lincoln Park and Newport Grand.

"…This year, the high court asked lawyers to address whether that constitutional problem is resolved in the latest casino bill. So the legal briefs debate who would operate the new casino -- Harrah's or the state…"
