Casino Dealers Indicted in IRS Tips Scheme9 March 2001LAS VEGAS, Nevada – March 8, 2001 – As reported by the Associated Press: “The former controller and three former dealers from the Virgin River Hotel in Mesquite have been indicted on charges they understated the amount of tips the casino was receiving. ”Dale L. Seipp, 55; Belinda G. Mosdell, 42; Leveda Taylor, 63; and Leo Shan How, 52; each face one count of conspiracy to defraud the United States. ”…Assistant U.S. Attorney Ray Rukstele said this is the first prosecution of its kind since the IRS entered into compliance agreements with the Virgin River and other Nevada casinos in 1992 when casinos agreed to set up tip rates that approximated tip income received by employees. ”…In exchange, the IRS agreed not to audit the tip income of participating employees. ”As part of the compliance agreement, dealers pool all tips received during a 24-hour period and split the money equally among the dealers who worked during that time…” |
