California Tribal Casino Measure Proposed23 September 2005CALIFORNIA – As reported by the Californian: "A county supervisor proposed a measure Thursday to prompt Soboba tribal officials to fund road improvements and police officers to handle the anticipated traffic explosion if the tribe builds a casino near Diamond Valley Lake. "Scheduled to be taken up by the Riverside County Board of Supervisors on Tuesday, Supervisor Jeff Stone's proposed resolution would 'encourage' the tribe to come to the table to negotiate a strategy for addressing the impacts that would spill into Winchester and other nearby unincorporated communities. "Stone characterized the proposal as a 'clarification' of a resolution supervisors passed March 2, 2004, supporting a settlement of a decades-old water rights dispute between regional water agencies and the Soboba Band of Luiseno Indians. Through the 2003 settlement, the tribe received 128 acres of prime real estate at Winchester Road and Domenigoni Parkway, as well as priority rights to 9,000 acre-feet of water annually and $28 million cash. "…One possibility might be to ask the tribe to contribute the same amount for road improvements that a private developer proposing a similar-sized project would be required to pay under county transportation fees, Stone said…" |
