California City Opposes Initiative

PORTERVILLE, California – As reported by the Porterville Recorder: "Effectively, the Porterville City Council took that position on Proposition 68 when it resolved unanimously Sept. 22 to oppose the measure, with one council member using the word 'extortion.'

"Under Prop. 68 on the November ballot, if American Indian tribes in California decline to give 25 percent of casino profits to the state, the state would be forced to allow many non-Indian operators into the legal-gambling industry. Some proceeds from American Indian casinos would be distributed to various governments for purposes including additional police and fire protection.

"The measure would require re-negotiation of each of the 61 gambling compacts between the tribes and the state.

"…Critics argue that even if tribes saw sufficient incentive in limiting competition, they couldn't revise their gambling compacts in time to make the three-month deadline incorporated in the proposition. That, critics say, would improperly force the state to open up gambling…"
