California Casino Proposal Gains Support

RICHMOND, California – As reported by the Mercury News: "Until an Indian gaming resort started talking about coming to his hometown of Richmond, God and gambling didn't share the same space in the Rev. Andre Shumake's world.

"Now, Shumake believes that a casino promised for an isolated tract of land on the bay's edge will do more good than harm to the East Bay city of 101,000.

"…After months of tortuous debate, the city council last week voted to sell 375 acres of land formerly used as a naval fuel depot to a development group that wants to build a casino, a 1,100-room hotel and a shopping mall on the site. The developer, Upstream LLC, has promised to infuse tens of millions of revenue dollars and thousands of jobs into Richmond, a desperate city with a sullied reputation and few choices for economic salvation.

"…It may be years before a casino resort is built, but the council decided to place its bets on the possibility of a long-term payoff. In doing so, it rejected an offer of quick cash…"
