Alderney Spectrum e-Gaming Advisors form to help regulate online gaming

10 June 2013

ALDERNEY, BRITISH CHANNEL ISLANDS -- (PRESS RELEASE) -- Europe's leading online gaming regulatory agency and North America's premier gaming advisory firm have teamed up to provide a full range of services to governments that will be regulating Internet wagering.

Alderney Spectrum e-Gaming Advisors (ASeGA), a joint venture between the Alderney Gambling Control Commission (AGCC) and Spectrum Gaming Group (Spectrum), was formed to serve the growing number of regulatory agencies in the Americas and around the world that need to govern online gaming in a responsible, effective manner.

ASeGA's services will include:

Assistance in drafting, reviewing and improving regulations
Developing technical guidelines and standards
Guidance in staffing, hiring
Policy advisory services to help ensure that online gaming is fully coordinated with the goals and policies of land-based gaming
Due-diligence and background investigations to ensure suitability of operators, partners and suppliers

"AGCC has for several years provided help and advice to the leading new jurisdictions in Europe, using the experience we have acquired in more than ten years of operating as a top-tier jurisdiction," said AGCC's Executive Director Andre Wilsenach. "With the impending emergence of multiple new remote gambling jurisdictions in the USA, ASeGA provides a useful, scalable means of supporting a number of jurisdictions at the same time, together with an opportunity to progress common best practice standards of operation."

"This is a perfect fit between an experienced, respected regulatory agency and a private firm that already serves tribal, state and national governments around the world," said Spectrum Managing Director Michael Pollock. "We share the same values, and we fully understand the goals and challenges that regulatory agencies, tribal councils and others will face as online wagering expands rapidly in coming months."

Alderney Gambling Control Commission was established in May 2000. The Commission consists of a chairman and three board members. It is independent and non-political and regulates e-Gambling on behalf of the States of Alderney. The Commission ensures that its regulatory and supervisory approach meets the very highest on international standards.
Commission staff brings significant experience to every aspect of online gambling regulation, with technical, operational and financial expertise in all the critical facets of the rapidly evolving e-Gambling industry.
Spectrum has significant background in Internet gaming as well:
Spectrum has emerged as a prominent voice in Internet gambling. A decade ago, Spectrum developed the Spectrum Internet Gaming Heuristic Theorem (SIGHT), which charted a course through which casino operators would move from rejection to acceptance to embrace of online wagering, and this theorem has proven to be extraordinarily valid and accurate.

Spectrum chaired the 2013, 2012, 2011 and 2010 Global iGaming Summit & Expos in San Francisco and Montreal and chaired the 2012, 2011 and 2010 European iGaming Congress & Expos in Barcelona, Milan and Copenhagen. Our principals have offered Internet gaming-related testimony before the US Senate Indian Affairs Committee, the New Jersey Assembly Tourism and Gaming Committee, as well as numerous other conferences. Spectrum authored an analysis titled "Contractual Issues Arising from the Affiliate/Online Gambling Operator Relationship" in the December 2010 issue of World Online Gambling Law Report.

Spectrum has conducted numerous due diligence investigations involving Internet gaming for national, tribal and state governments -- and for private clients.

Spectrum authored the October 2010 white paper, "Internet Gambling Developments in International Jurisdictions: Insights for Indian Nations." Commissioned by the 184-member National Indian Gaming Association, the report examined the development and status of Internet gambling in Europe, and suggested strategies for entering the likely Internet gambling market in the United States. Spectrum formally presented the report at the NIGA Mid-Year conference in Prior Lake, MN.
