The fact is that the Atlantic City casinos must reveal what the slot paybacks were for each month - not their programming, their paybacks. On $100 machines, since there are so few of them, a big hit on one can make it appear as if the payback is outlandishly high. In subsequent months, when no big hits are recorded, the paybacks will be very low. The paybacks are not the programming of the machines, merely what the machines have paid out in a month in terms of percentages. When you have small denomination machines, since you have thousands of them going all the time, the monthly paybacks will tend to be very close to the programming.
