Can a shooter pass during a roll?

Can a shooter pass the dice midway during a roll? Does the next shooter continue the roll or is the roll dead and the next shooter the new roller? It's a question asked on a cruise critic thread.

Dear Evergladesgator:

The shooter can pass the dice at any time. The next shooter will have to finish the previous shooter's roll. When that is done, the new shooter is usually allowed to then play his own hand.
