Dear Mel: Pay up. The 10-valued cards only make up about 30% of a deck so the dealer will have a 10 only about 30% of the time. Your basic strategy is not based on guessing whether the dealer has a 10 in the hole. It is merely based on the dealer's up card with an analysis of all possible hole cards. Split aces against all cards. This is the best way to play. You will lose more money if you fail to do this. The dealer's busting or not busting is not the strongest element in giving the house the edge. When players bust, they lose, even if the dealer should subsequently bust.
