Dear P.T.: First things first. You are very lucky that you got your money back, even though the guy (or lady) who took your money could have been getting interest on it in a bank or profit on it in investments. Think of thousands upon thousands of people buying this system, and the systems' creator(s) takes the money and keeps it until you ask for it back. That's some scam in and of itself. And remember many people don't ask for their money back. However, if they actually do sell some system, then by asking for 14 percent of your winnings (or any percentage) that is one of the oldest scams in the book. You see, if you are told that they will take this percentage from your first session or first few sessions, there is a good chance that by sheer dumb blind luck some of these suckers will actually win something - and then send 14 percent of their winnings to the scammers. That's how it works. if you lose they get nothing; if you win they share in your winnings. It's like a super IRS! This has been done for years with slot players too because a few big hits can make the scammers quite a bit of money. Next time you see some kind of advertisement like this - run for the hills.
