Maybe Paula Blanchard was right. Several years ago, as a member of the Michigan Gaming Control Board, Ms. Blanchard expressed concern about having "temporary" casinos open in the City. Her primary objection was that such "temporaries" would lead to delays in getting the permanent casinos open.
