Wembley Offers to Open Books at Lincoln

PROVIDENCE – As reported by the Providence Journal: ``With bribery charges swirling around Lincoln Park and its credibility at stake, the British owners of the dog track and video-slot parlor offered yesterday to throw open their books for state inspection to ensure, as Governor Carcieri said, that 'taxpayers aren't getting shorted.'

``A state review of audited financial reports, Carcieri said, will also probe for 'any evidence of the same kind' that resulted in the indictment two weeks ago of Wembley CEO Nigel Potter and Lincoln Park CEO Daniel Bucci.

``The two executives have pleaded not guilty to charges that they plotted in 2000 and 2001 to steer $4.5 million to the law firm of then-House Speaker John B. Harwood to gain support for more video slots at the park and block any referendum on a Narragansett Indian casino.

``In a meeting with Carcieri yesterday, Wembley officials also offered to have the park's business dealings monitored daily by an independent supervisor, chosen by the governor, who would report back to him and perhaps the Department of Business Regulation and the Lottery Commission, two agencies that already regulate the park in various ways.

``…Carcieri said he was worried about the park's future, its 890 employees and the $176.7 million in state revenue it is expected to generate this fiscal year.

``The future of Lincoln Park, Carcieri said, 'is in limbo and I want to see it resolved.'…"
