Thunderbird to Re-open Two Mexican Operations

29 October 2001

SAN DIEGO, California – (Press Release) –- Thunderbird reports that the courts in Matamoros and in Reynosa granted the Company Amparos to re-open the skill machine game operations. The Reynosa operation re-opened for business on October 26 and the Matamoros operation will be opened within days. The court in Nuevo Laredo denied Thunderbird's request for an Amparo, the Company appealed that ruling and lost on appeal. A trial to determine the "legality" of the Nuevo Laredo business will be heard on November 14, 2001.

An "Amparo" is a provisional remedy, which allows an operation to remain opened while a trial in the matter takes its course. Gobernacion and Thunderbird have rights to appeal the Amparo rulings, which may affect the timing of the re-opening of each facility. None of the Amparo rulings have addressed the merits of the cases, which will be determined through trials. The Company expects the court processes to be lengthy and will contest any negative rulings.
