Philippine Government Concerned over New Technologies

PHILIPPINE – As reported by the Philippine Sun Star: “The use of modern communication tools, especially the cellular phone, in promoting interactive games that are comparable or equivalent to games normally played in gambling establishments such as casinos and lotteries is illegal.

“Department of Trade and Industry (DTI) 7 Regional Director Aster Caberte said the proliferation of sales promotions, trivia and game shows that have elements of gambling, and are using the short messaging system (SMS) or text messaging and other means of communication has prompted concerned government agencies to work together to protect the consumers against this activity.

“Caberte said the DTI, National Telecommunications Commission, Philippine Amusement and Gaming Corp. (Pagcor) and the Movie and Television Review and Classification Board had signed a memorandum of agreement (MOA) last January to regulate sales promotions taking advantage of information technology especially cellphones.

“…Under the MOA furnished Sun.Star, the DTI is obliged to ensure that the promotion, trivia and game show mechanics using SMS, MMS (multi-media services) and other means of communication media are transparent. The DTI will also refer any sales promotion permit that involves gambling or wagering schemes to the Pagcor…”
