North Carolina Official Plans to Raid Casino Boat

SHALLOTTE POINT, North Carolina – Sept. 25, 2001 –As reported by the (Myrtle, South Carolina) Sun News: "Lloyd Milliken's first gambling cruise in North Carolina sailed without a hitch Friday night as 50 people played video poker during a `cruise to nowhere' in international waters.

"But rougher waters may lie ahead.

"…[Brunswick County District Attorney Rex] Gore said the Brunswick County Sheriff's Department will soon raid and confiscate all the gambling machines on Milliken's Magic Mermaid, docked in Shallotte Point.

"…Milliken, who owns Lloyds Oyster Co., originally planned to lead gambling trips off N.C. waters in early August, but plans were derailed by boat flaws and a failed U.S. Coast Guard inspection.

"…Gore said he thought gambling off N.C. waters seemed illegal when Milliken first announced his plans, but he had decided to review state and federal laws before making a final decision.

"…On Monday, Gore said he is sure a federal law does not exempt Milliken from state statutes.

"In 1992, the U.S. Congress enacted the Johnson Act, which lifted a ban on gambling aboard registered U.S. ships, in a move designed to allow them to have gambling equipment.

"Milliken argues that, since the gambling doesn't take place in state waters, federal laws should apply.

"…Milliken, who has at least three gambling machines on the boat, wants to add about 300 more and offer casino-style gambling.

"Milliken said he is sure the casino boat is operating legally…"
