Nevada Gaming Control Board Recommends Approval Of PDS Financial Corporation's Digital Card System

LAS VEGAS, Nevada – (Press Release) --Sept. 15, 2000 -- PDS Financial Corporation (Nasdaq: PDSF), which finances, leases, sells, manufactures and refurbishes gaming equipment for the casino industry, announced today that its Digital Card System(TM) (``DCS(TM)'') has been recommended for approval by the Nevada Gaming Control Board (``NGCB'') after a successful field trial of its Digital 21(TM) blackjack game at the Sunset Station Hotel and Casino in Henderson, Nevada.

Digital 21(TM), the first product released on the Company's DCS(TM) platform, is traditional Blackjack that uses virtual playing cards, which are displayed electronically with high quality graphics on screens for each player and the dealer.

Separately, the Company also announced the NGCB approved the Company's subsidiary, PDS Financial Corporation - Nevada (``PDS-NV''), as a slot machine route operator.

This license allows PDS-NV to share in a percentage of gaming revenue. PDS-NV does not intend to operate a traditional slot route; rather it will utilize this license to offer an alternative gaming equipment financing structure.

The recommendations by the NGCB allow the Company to begin marketing the Digital 21(TM) game and to separately begin offering the participation finance options to casinos in Nevada, subject to the Nevada Gaming Commission's final decision. The Nevada Gaming Commission is next scheduled to meet on these matters on September 28, 2000.

``Field and laboratory testing leading up to the vote by the NGCB included a thorough review of the DCS(TM) platform,'' stated Peter Cleary, President and Chief Operating Officer of PDS Financial Corporation.

``We are pleased by the results of the field trial and look forward to the opportunities to introduce this new and innovative product to casinos in Nevada. Independent of the DCS(TM), the ability for PDS to participate in gaming revenue as a means to finance gaming equipment is a unique and flexible new service we are excited to be able to offer to our customers.''
