Illegal Slot Machine Operators Find a Home in Dallas3 April 2001DALLAS, Texas –April 3, 2001 –As reported by the Associated Press: "Dozens of unregulated gaming parlors have moved into Dallas County, lured by what some see as prosecutors' reluctance to take on a well-organized, well-funded industry. "…State police say the betting machines have multiplied by the thousands in Texas in the two years since operators beat back an anti-gambling crusade by former Gov. George W. Bush and repeated attacks from legislators. "Vague state laws have stymied Department of Public Safety efforts to eradicate the machines, despite the state attorney general's declaration that all video slots offering payouts are an illegal violation of the state's ban on casino gambling. "In Dallas, District Attorney Bill Hill hasn't filed a criminal case against a game-room operator in more than three years. "DPS investigators and Dallas police say Hill's office has refused pleas to help them crack down on the gambling parlors, leaving Dallas wide open to operators forced out of other counties and states. "City council members said results of inaction are visible citywide: Once found only in truck stops, bingo halls and bars, parlors with 50 or more machines now are next door to churches and children's attractions. Many are open 24 hours, offering ATMs and free snacks to keep customers happy. "…DPS and industry officials estimate Texas has at least 40,000 gaming machines -- twice as many as in 1999.
