High Rolling in New York City?

High-rollers who typically shun U.S. casinos will get a chance to roll the dice at private new luxury gaming clubs in New York City if a British firm gets its way.

London Clubs International formed a joint venture with New York-based Watermark Associates to develop private casinos in New York City in townhouses or on the upper floors of luxury hotels.

The firm, which runs private casinos in places like London and Beirut, has already started lobbying city and state officials to give New York City the option of allowing these private clubs.

London Clubs also said that if a referendum excluded the city from legalized gambling, the proposal likely will fail.

New York State Governor George Pataki is in favor of allowing the voters to decide whether to permit casino gambling. Pataki's approval has to be approved by two successive legislatures before it could go to the ballot.

An earlier gambling proposal in the state, aimed at New York State's resorts in the Catskill Mountains, failed to win approval due to casinos in Atlantic City and Connecticut's Foxwoods resort.
