Governor Speaks, Rickman Acts

18 March 1999

Maryland governor Parris Glendening, still fuming at Joe DeFrancis's support of his election opponent, has told the Baltimore Sun that he will ask the General Assembly to authorize new thoroughbred tracks to break the DeFrancis monopoly he holds with his Pimlico and Laurel.

If the legislature agrees, Delaware Park owner William Rickman, who lives in Maryland, is standing in the wings, ready to build. Rickman says he is considering building a thoroughbred and harness track in western Maryland. Rickman previously has expressed interest in buying Ocean Downs and Rosecroft, and says he still is interested in buying Rosecroft.
