Gambling on parents winnings

According to Health and Human Services Secretary Tommy Thompson, President Bush''s budget is set to include a proposal to increase child support collections by aggressively pursuing winnings. Hoping to collect US$700 million for families over five years and US$2 billion over 10 years, the cost of putting the plan into action is estimated at US$40 million for five years and over double that for the decade. Although the Health and Human Services is currently able to garnishee wages and wring money out of lottery winnings, it needs a change in law to allow it to pursue winnings at other venues such as casinos and horse tracks. It is hoped that not only will children receive the money they need but that it will discourage parents from gambling away money owing to their children. According to the Census Bureau, among single parents, mothers collected about 60 percent of the support due them while fathers received almost 48 percent. If Congress approves the plan, Health and Human Services appointees would have access to a secure Internet site where they could match the names of winners with people who are in arrears with their child-support payments.
