Florida Slots Bill Unlikely to Pass

TALLAHASSEE, Florida – As reported by the Florida Sun-Sentinel: "With anti-gambling legislators triumphant in the Florida House, Senate President Tom Lee said Wednesday he doubts the Legislature will pass bills to allow slot machines in Broward County this year.

"…If the Legislature can't agree on regulations, pari-mutuel companies are almost certain to go to court to enforce their right to install the machines, which they're counting on to save their fading businesses.

"Broward County voters in March approved a proposal to allow slots at Gulfstream Park in Hallandale Beach, Dania Jai-Alai, Hollywood Greyhound Track and Pompano Park Harness Track. It was left to the Legislature to draw up regulations and tax rates, creating an opportunity for gambling opponents to make another attempt to keep the machines out.

"The House on Wednesday took up a bill that would put a heavy 55 percent tax on slots revenues, permit only bingo-style machines and allow Broward County voters to reconsider their decision approving slot machines -- a provision that pari-mutuel executives say could scare off any investment. The Senate bill, which is much more favorable to the industry, contains a tax rate that runs from 30 to 35 percent, would allow Las Vegas-style slots and doesn't mention another referendum. Both bills have yet to come up for a vote.

"With the House and Senate so far apart less than two weeks from the end of the legislative session, Lee said agreement was unlikely. And he said Gov. Jeb Bush, who supports the 55 percent tax rate, lacked any incentive to make a deal that would allow an activity he opposed…"
