Ethics Panel Chides Churchill for Campaign Donations

FRANKFORT, Kentucky -- As reported by the Associated Press: ``The Legislative Ethics Commission says Churchill Downs exercised poor judgment by sending $15,500 in campaign contributions to legislators days before the 2002 General Assembly began.

``Although the track violated no ethics rules, the commission said the timing of the contributions, just days before the session where expanded gambling at race tracks would be a highly charged issue, left the wrong impression for most Kentuckians.

```Although we have found no impropriety, the appearance of impropriety was such that some citizens will no doubt have less confidence in the integrity of government than if this misstep had never occurred even though no actual wrongdoing took place,' the commission said in its order Tuesday.

``According to the commission, Churchill's political action committee sent $1,000 checks to six members of the Senate and $500 checks to 19 House members. The checks were sent by Federal Express on Jan. 4, four days before the session began on Jan. 8.

``...Eleven legislators told the commission they have returned the money..."
