Entrepreneurs Launch Gambling Parlor Chains

MORGANTOWN, West Virginia – As reported by the Associated Press: " What McDonald's is to fast food, the High Rollers Club could be for gambling if Sam Oliverio and other entrepreneurs are successful in creating chains of video gambling parlors in West Virginia.

"Oliverio and business partner Gary Wilfong have established 10 clubs, and have plans to open more across north-central West Virginia.

"…The Limited Video Lottery Act, passed by lawmakers in April 2001, made the High Rollers Clubs and their contemporaries possible. The act outlawed similar so-called gray machines that had operated untaxed and without regulation, replacing them with 9,000 state-controlled machines in adult-only settings.

"Only 5,329 were in play by the end of fiscal 2003, but that was enough to make $66 million for state government and $3 million for counties and cities…"
