Drinks at Slots is Gamble for Some

PENNSYLVANIA -- As reported by the (Pennsylvania) Patriot-News: ``One Saturday in August three years ago, Jean Rellins sat in front of a slot machine at Charles Town Racetrack in West Virginia for a day's entertainment.

``She ordered the first of what would be several free glasses of white wine.

``Six hours later, Rellins drove her Ford Explorer into an oncoming car, leaving its three occupants severely injured. Her blood-alcohol content was .32 percent.

``Rellins' victims allege Charles Town employees continued to serve her after she was intoxicated, according to a civil suit filed in West Virginia.

``It is a cautionary tale for lawmakers as they weigh plans to allow slot parlors in Pennsylvania to fund Gov. Ed Rendell's proposed property tax reforms.

``…If lawmakers and the governor allow slots at racetracks, Penn National Gaming Inc. plans to open a $75-million casino at its track in East Hanover Twp.

``…Eric Schippers, vice president for public affairs at Penn National, said that his firm will work diligently to ensure that employees are responsible in serving alcohol.

``…The latest approach, as passed by the state House of Representatives in July, would let casinos give patrons one free drink per visit. The measure would bar 'below cost' drinks, preventing casinos from skirting the rule by charging a nominal fee.

``Most states with casinos allow them to serve free drinks…"
