Discrepancies in South African Gambling Taxes

EASTERN CAPE, South Africa – As reported by the (South Africa) Dispatch: "The Financial and Fiscal Commission (FFC) is investigating discrepancies of R115million (US$11.5 million) in four years of gambling taxes paid to the Eastern Cape, after the Eastern Cape Gambling and Betting Board queried FFC figures tabled in Parliament.

"Huge differences in revenue paid by the board to the Eastern Cape government became apparent when the FFC figures, submitted to Parliament on Monday, were compared with the board's records.

"…The FFC report told Parliament of a fall in gambling revenues collected since 1997/8 by provincial authorities and that the Eastern Cape now expected no gambling revenue for next three years. The board, however, has said it expects to collect about R23m (US$2.3 million) in the 2002/3 financial year.

"…The board's records show that a total of R143.9m (US$14.3 million) has been paid to the Eastern Cape government over the four years between 1997/8 and 2000/1. The FFC told Parliament the Eastern Cape had raised just R28.9m (US$2.8 million) for the same period -- a difference of R115m (US$11.5 million)..."
