Developer Proposes $45 Million Kansas Casino

KANSAS -- As reported by the Wichita Business Journal: "Wichita millionaire Phil Ruffin says he intends to build a $45 million casino at Wichita Greyhound Park if a bill allowing voter-approved slot machines passes out of the Kansas legislature this session.

"Ruffin, who owns the Grey-hound Park, says that he'll add 100,000 square feet in two buildings to the property. One building would be a two-level, round, 60,000-square-foot facility. The other building, about 40,000 square feet, would be a one-level addition to Wichita Greyhound Park. Construction costs for the buildings are estimated at $20 million, Ruffin says.

"Together, the new construction would house 2,000 slot machines, which would cost about $25 million and add 300 new full-time jobs to Wichita, including at least 60 jobs for slot machine technicians that pay $20 to $25 an hour, Ruffin says. The casino, which he says will have all of the flair and style of Las Vegas, would have a western theme similar to the Frontier Hotel and Casino Ruffin owns in Las Vegas. He also owns casinos in the Bahamas.

"...The new gaming would generate $30 million for the state in it's first fiscal year and would generate another $100 million a year after that, Ruffin says. Governor Kathleen Sebelius supports the legislation.

"...Ruffin says plans for the new casino at Wichita Greyhound Park include six restaurants and a small showroom where Las Vegas-style performances may be held. Eventually, he says, he'd add a new hotel and 20,000-square-foot Gilley's, a nationally-known country western nightclub concept for which Ruffin owns the franchising rights. The development could also support entertainment like the shows in Branson, Mo., Ruffin says..."
