Commission: Some California Tribes Not Making Payments

CALIFORNIA – As reported by the Associated Press: "Some California Indian tribes are not making their full required payments to state funds for gambling impacts and for tribes without casinos, according to the California Gambling Control Commission, it was reported Sunday.

"Commission Chairman John Hensley made the allegation in a memo to state Senate President Pro Tem John Burton, D-San Francisco.

"…The disclosure comes as the state and tribes prepare to renegotiate the compacts that allow tribes to operate casinos.

"…Payments are supposed to be made quarterly, but some tribes have been more than two quarters late with payments, Hensley wrote.

"Twenty-eight tribes also are required to pay into another fund, the `special distribution fund,' to be used for problem-gambling programs and other measures to mitigate the impacts of casinos.

"Those payments come from a net take from slot machines, ranging from 7 percent to 13 percent on a fixed pool of 12,000 slot machines. The compacts define net winnings as what's left after payouts, excluding any deductions for operating expenses, according to the commission…"
