A dozen years ago, Illinois began sanctioning casino gambling, and the record shows that most of us, including lawmakers, accepted the projections--billed as cautiously optimistic--that the 10 riverboats might one day be successful enough to pump up to $20 million a year of new tax revenue into state and local treasuries.
