Casino Owner Suing California Gambling Control Commission12 December 2000SAN RAMON, California – Dec. 12, 2000 – As reported by the San Francisco Chronicle: "The owner of a San Ramon card room is suing state gambling regulators, contending that they unfairly revoked his gaming license last month. "Mark Luciano, owner of the Outpost Casino at 2251 San Ramon Valley Blvd., argues in a suit filed earlier this month that Department of Justice officials revoked his license without following state business and professions codes. "The suit says that Division of Gambling Control Director Harlan Goodson denied Luciano's license renewal without hearings before an administrative law judge or the Gambling Control Commission, who has not been appointed yet. "..`Licensure decisions are not things that are taken lightly in the Division of Gambling Control,' said Department of Justice spokesman Nathan Barankin. `We will be defending the decision that was reached.' "…Barankin would not elaborate the reasons Luciano's license had been revoked, but Luciano himself said he might have been accused of profit-splitting, illegal lotteries and having loan sharks at the Outpost.
