California State Senator Criticizes Gambling Panel's Director

CALIFORNIA –- As reported by the (California) Desert Sun: "A state senator says the California Gambling Control Commission is unlikely to succeed under its interim director.

"Sen. Jim Battin, Republican-La Quinta, said that under interim executive director Robert Traverso the gambling commission has been overzealous in its attempts to regulate tribal gaming.

"He also criticized Traverso for taking his concerns with the state's Indian tribes to the media rather than to tribal governments.

"…John Hensley, chairman of the gambling commission, defended Traverso's work. Hensley, who was appointed by Gov. Gray Davis to be chairman of the gambling regulatory group, said commission staffers are limited because the lawmakers -- including Battin -- have not approved a budget for the commission.

"…Battin made his remarks while explaining why he recently opposed a bill that would have provided the gambling commission $1.35 million in operating funds.

"…In addition to concerns about the commission's role, Battin said he wants Davis to explain why he has refused to approve any new tribal/state gaming compacts.

"The Torres-Martinez Desert Cahuilla Indians near Thermal are one of about 10 tribes statewide that are trying to get Davis to sign a compact that would allow casinos on their reservations.

"Although many tribes share Battin's views, it is politically awkward for them to oppose funding for casino regulation, said Richard Milanovich, chairman of the Agua Caliente Band of Cahuilla Indians."
