California Lottery Scam Grows12 April 2002CALIFORNIA – As reported by the Appeal-Democrat: "Two more people have reported falling prey to an elaborate confidence scheme involving the exchange of a winning lottery ticket for cash, losing $9,000 to the con artists between them. "This is the third case reported this week involving older, well-dressed victims of minority descent who have been targeted in shopping center parking lots by the Hispanic man and woman con team, the Yuba City Police Department reported. "A total of $19,000 has been reported stolen so far. "The scam begins when the woman suspect makes contact with the victim first and the male suspect joins the conversation later, as if by chance, said Yuba City police Lt. Bill Ollar. "The woman offers the male con artist and the victim a cut of her winning lottery ticket if they will agree to help her cash it, he said. In exchange for trusting them with the ticket, she asks for a cash deposit, Ollar said. "She tells the victim she cannot cash it herself because she is an illegal immigrant or is without a Social Security card, Ollar said. "…The male said he could come up with $20,000 and the victim said he had $5,000. After the cash had been accumulated, the woman feigned illness - as in the case reported earlier this week - and when the victim went to purchase some medication for her, she and her accomplice disappeared with his money, Ollar said. "The third victim reported the incident the same day that it occurred, he said. This time, the female con artist said the ticket was worth $128 million and the State Lottery Commission required two U.S. citizens to cash the ticket…" |
