California Lottery Re-opens Competition for Ad Campaign11 March 2002CALIFORNIA – As reported by the San Francisco Chronicle: "The California State Lottery said it will hold a new competition for its $100 million advertising account because the ad agency that in January was named the apparent winner, DDB Worldwide Los Angeles, did not fully disclose the identities of partners who would be placing the ads. "The Los Angeles agency prevailed over four other agencies in the competition, which included Grey Worldwide Los Angeles, which has held the account for the past five years. The Lottery said on Jan. 2 that DDB Worldwide was the `apparent successful competitor,' language that leaves the matter open to permit a protest of the award. "Grey did protest, saying procedures set for the award of the contract were not followed. The Lottery did not grant Grey's protest, but in the process of investigating the matter found that both DDB Worldwide Los Angeles and Grey Worldwide Los Angeles had not fully disclosed their media-buying partners. "So, on Monday, California Lottery Director Joan Wilson rescinded her selection of DDB Worldwide and said the Lottery is issuing a new request for proposals from ad agencies seeking its business. DDB and Grey will again be in the competition. "..Dave Park, chief executive officer of DDB Worldwide Los Angeles, said there had been a `misinterpretation' of the rules and the omission had not been made purposely. "…The Lottery contract is for four years at $25 million a year plus a fifth optional year. Grey is completing its fifth year and was seeking another contract…" |
