California Controller Distributes $221 Million in Lottery Funds to Schools

SACRAMENTO, California – (Press Release) -- Oct. 11, 2000 -- State Controller Kathleen Connell announced today the fourth quarter distribution of $221 million to California school districts, educational institutions and State agencies from the Lottery Education Fund. This Represents net income of $218 million for the quarter ended June 30, 2000, and $6.3 million from unclaimed on-line prizes. $3.3 million is being withheld pending audit of the lottery funds.

In the March 2000 election, California voters passed Proposition 20. This Proposition provides for fifty percent of any increase of lottery funds over the 1997-98 base fiscal year to be allocated to school districts and community colleges for the purchase of instructional materials. For the 1999-00 fiscal year, the amount to be allocated pursuant to Proposition 20 was calculated to be $53.3 million.

The Proposition 20 apportionment for this quarter was calculated based on the fiscal year 1998-99 average daily attendance (ADA) figure of 7,113,572, as certified by the Department of Education and the Community Colleges Chancellor's Office. The current quarter Proposition 20 per capita amount of $7.49 is based on the increase of lottery funds over the 1997-98 base fiscal year amount ($53.3 million divided by the ADA figure).

The Non-Proposition 20 apportionment for this quarter was calculated based on the fiscal year 1998-99 average daily attendance (ADA) figure of 7,562,451, as certified by the various entities. The current quarter per capita amount of $22.17 is based on the Non-Proposition 20 revenue for this quarter of $167.7 divided by the ADA figure.

The Lottery apportionment is made throughout the year based on the prior year's ADA figures. In the first quarter a recalculation of the apportionment is done to reflect the apportionment based on the actual prior year's ADA.

Funds for the K-12 and Community Colleges are sent to the County Treasurer's Offices where they are deposited into accounts administered by the County Superintendents of Schools. The Superintendents make the allocations to the individual school districts. Funds for the University of California and Hastings College of the Law are sent directly to those institutions.

Funds earmarked for the California State University, Department of the Youth Authority, Department of Education - State Special Schools, Department of Developmental Services and the Department of Mental Health are deposited directly into their state accounts.
