Anchor Gaming Finalizes Contract with West Virginia State Lottery

23 March 2000

LAS VEGAS, Nev., March 23 (Press Release) - Anchor Gaming (Nasdaq: SLOT) announced today that its on-line lottery systems subsidiary, Automated Wagering International (AWI), has successfully negotiated a five-year contract with the West Virginia Lottery to provide a new on-line and instant lottery system, retail terminals, and related services.

The Lottery's November 1999 decision to award the contract to AWI was the result of a competitive procurement process in which four companies participated. Since the contract award, AWI has been preparing facilities, software, and equipment for the scheduled July 2000 system conversion.

Under the terms of the contract, which may be extended by the WestVirginia Lottery for an additional two years, AWI will provide both instant games and on-line game services. Two different vendors previously provided these services. The consolidation of services to AWI enables the Lottery to realize both operational and financial benefits.

"We look forward to being an integral player in the Lottery's success and are very excited about the long-term partnership with the state of West Virginia," said AWI's President John Beach.

Anchor's AWI division provides on-line lottery systems, retail terminals, system operation, and related services for the states of Maryland, Pennsylvania, Florida, Delaware, Minnesota, South Dakota, and Indiana. The Company also holds lottery system contracts in China, Norway, Switzerland, Vietnam, Chile, and the West Indies.

Anchor Gaming is a diversified technology company serving states, municipalities, and gaming programs around the world. The Anchor Gaming companies develop and distribute unique proprietary games, manufacture and distribute gaming devices to casinos, operate two casinos in Colorado and one race track & casino in New Mexico, and manage gaming-machine routes in Nevada and Montana.

Anchor Gaming also supplies system software, equipment, and related services to on-line lotteries, video lotteries, casinos, and pari-mutuel organizations throughout the world. The Company's equipment and systems are in operation in the United States, Canada, Australia, Asia, Europe, South America, South Africa, and the West Indies.
