At a public hearing, the owner of Twin River Racino addressed the possibility of expanding gambling in the state without amending the state constitution, The Day said. Under the current statutes no casino can be privately owned or operated without the amendment of the constitution, but it was pointed out that racinos are actually "operated by the state" and as full casinos this would not change, The Day report said. Rhode Island faces competition from Connecticut, while Twin River had to file for bankruptcy protection last year but has rallied slightly, the report said. |
